"Glowing eyes" is a known issue related to the (somewhat) recently added skin specular feature of ENB. You have to either use vanilla eye meshes or turn off ENB skin specular to fix this. You can still use the automated fix from HHaley's mod without using the meshes by the way. I believe this is the most ideal solution if you want to continue ...
And the following in my Skyrim.ini: iMinMemoryPageSize=100000. iMaxMemoryPageSize=5000000. iMaxAllocatedMemoryBytes=1800000000. My framerates seem to have jumped up to ~20-30 fps average. There's room for improvement, but that's a hell of an improvement itself. However, there's still the matter of the sky brightness.

I have a 1080ti and I can barely run it usually I'm around 40s fps anything better than a 1080ti should be good. In my view the best ENB for it is Lucid ENB. I use it with my 2080-ti. If you want to improve performance, go to the ini and use ctrl-F to find the word "quality". These range from -1 (best) to 2 (worst). Turn them down to 2 unless they apply only to interiors.
