My dodge charger won't start.

The whirring and popping noises are probably normal, Fuel system building up pressure and relays turning on in the fuse box. Typically a weak battery would cause rapid clicking noises from the starter or a slow turning starter. the block is the ballast resistor. it changes the voltage sent to the coil. it sends 12v to the coil during start up and it changes to 9v when the engine is running. i'd turn the ignition ket on and get in there with a volt meter and start looking around. if you use an ohm meter you can check your ballast resistor.....should have about 1.4 or 1 ...
