Amiibo android nfc writer - Late to the party but i use two programs and 1 nfc card. Tagmo to write the amiibo using their database. And then an app called "Tag Writer" from NXP to erase the data on the card to reuse it. Ive had no issues doing this and most nfc cards on amazon come with multiple so even if the card corrupts i have backups. Highly recommend

 
It can not. Amiibo are standard tags but encrypted and iOS can’t read them at all. Not a limitation of OP’s app but of iOS’ capabilities. Most standard android phones can read and write them using specific apps (and the appropriate de/encryption keys) because they have complete access to the NFC hardware drivers iirc..
